Luxembourg Space Agency and ESPI announce strategic partnership to advance European Space Policy

The new agreement, announced at the 19th ESPI Autumn Conference, will reinforce cooperation in research, networking, and education to bolster Europe's space ecosystem.

 

The Luxembourg Space Agency (LSA) is pleased to announce a new bilateral agreement to foster sustained cooperation with the European Space Policy Institute (ESPI)! The partnership was unveiled on October 29, 2025, by LSA Deputy CEO Mathias Link and ESPI Director Ludwig Moeller during the 19th ESPI Autumn Conference, "Europe as a Space Power.

This agreement represents a significant step in reinforcing the relationship between the two entities, building on LSA's active membership in ESPI since 2023 and marking a cornerstone for the successful development of the space ecosystem in Luxembourg — a core mission of the national strategy. 

Under the new agreement, the joint efforts will focus on independent research on European space policy to provide recommendations to decision-makers in Luxembourg and across Europe. It will also work to establish a cross-disciplinary European and international network, which will notably include creating an ESPI presence in Luxembourg. Finally, the collaboration will support educational activities aimed at attracting, developing, and nurturing Luxembourg’s talent for the benefit of the European space sector.

To guide these efforts, the collaboration will prioritize three thematic issues: "Prosperity through Innovation, Industry & Finance," "Discovery through New Destinations & Space Resources," and "Empowerment through Space Education & Upskilling."

"European collaboration, in the field of space especially, is absolutely essential to ensure that companies, institutions and countries work towards common goals, along shared values," said Mathias Link, Deputy CEO of the Luxembourg Space Agency. "I am looking forward to this cooperation with ESPI, thanks to which Luxembourg wishes to further reinforce space development in Europe."

Lex Delles, Luxembourg's Minister of the Economy, SME, Energy & Tourism, commented on the strategic importance of the agreement: "Cooperation is at the heart of Luxembourg's space strategy. Ludwig Moeller, Director of ESPI, highlighted the shared vision behind the partnership. "With a shared vision of promoting public benefit and developing the European space policy ecosystem, this new reinforced engagement with Luxembourg will facilitate informed dialogue, strengthen international cooperation, and build trust among key stakeholders. The thematic focus of our agreement addresses especially the themes of discovery, prosperity and workforce development. This strategic partnership is set to enhance Europe's position in the global space sector by combining LSA's dynamic ecosystem with ESPI's policy expertise, creating new opportunities for innovation and growth.
