The Agency
Established by the Ministry of Economy in 2018 with the goal of developing the national space sector, the Luxembourg Space Agency fosters new and existing companies, develops human resources, facilitates access to funding and provides support for academic research.
The agency implements the national space economic development strategy, manages national space research and development programs, and leads the SpaceResources.lu initiative. The LSA also represents Luxembourg within the European Space Agency, as well as the space related programs of the European Union and the United Nations.

The board
The Luxembourg Space Agency Foundation is supervised by its Board of Directors, which comprises five members and is under the presidency of Jacques Thill, Conseiller de Gouvernement 1ère classe and coordinator of the economic policy for the Ministry of Economy.

Marc Serres is the Chief Executive Officer of the Luxembourg Space Agency, where he heads the Luxembourg Delegation at the European Space Agency (ESA), represents Luxembourg in the ESA Council, and serves as a member of the International Academy of Astronautics. With over 15 years of experience in the space sector, he previously served as Director of Space Affairs at the Ministry of the Economy and worked in the satellite communications antenna manufacturing industry at HITEC Luxembourg.

Mathias Link is the Deputy CEO of the Luxembourg Space Agency (LSA). He works on the definition and implementation of Luxembourg’s space sector development policy. Since 2008, Mathias Link has continuously represented Luxembourg in space-related boards and committees at the European Space Agency, the European Union, and the United Nations. He was involved in the preparation of several ESA Council meetings at Ministerial level. He is also the chairman of the steering committee of the European Space Resources Innovation Centre (ESRIC) and served as its first Director between 2020 and 2022. Previously, Mathias Link spent several years in the private sector, among others at Booz Allen Hamilton (now Strategy&), Siemens Corporate Technology, and the Philips Research Laboratories

Alberto Maulu received his Ph.D. cum laude in Applied Physics from the University of Valencia in 2019, following the Master degree in Materials Science from the University of Turin. He has over ten years of experience in research and innovation, with a strong focus on technology development and industrial partnerships in the space sector.
At LSA, Dr. Maulu manages technology portfolios, supports companies in accessing national and European funding, and represents Luxembourg at the European Space Agency and the European Commission as a national delegate for transversal technology programmes, contributing to the strengthening of Luxembourg role in the European space ecosystem.

Alessandro Grasso is manager with the lead in Earth Observation at the Luxembourg Space Agency. He represents Luxembourg as delegate to both the ESA Programme Board on Earth Observation and the European Commission’s Copernicus Space Programme Committee. He also serves as Chair of the European Space Agency’s DOSTAG, the technical and scientific advisory board for Earth Observation missions. An aerospace engineer by background, Alessandro spent over a decade in the space industry before taking on his current position, working for NASA, OHB System in Germany, and Airbus Defence and Space in the UK. During this time, he held roles as systems engineer and project manager for major European and international space programmes.

Barbara Fischer is an Office Coordinator, responsible for overseeing daily office operations, managing administrative tasks, and ensuring smooth communication within the team. She previously served as an Administrative Manager across various sectors.

Benoit Duez serves as the Senior Manager Operations at the Luxembourg Space Agency. He oversees the development of internal working procedures and projects, as well as knowledge management. Additionally, Benoit is responsible for the development of the Space Campus for the Agency. With over 15 years of experience in various scientific roles within Luxembourgish public institutions,he has also worked as the Chemical Laboratory Manager at Goodyear S.A. Benoit holds a PhD in Material Science from the Institut National Polytechnique de Lorraine.

Bo Byloos works for the Luxembourgish Space Agency (LSA) as manager for Exploration and Science, responsible for following on Luxembourgish actors active in the field of commercial use of microgravity. Before starting at LSA, she worked as a project manager at Johnson and Johnson within the clinical supply chain. In addition, she also worked at the Luxembourgish startup company Blue Horizon developing a bioreactor for life support and recycling of resources present on the Moon or Mars as well as for soil revitalization in Burkina Faso. In 2013, she received a scholarship from the Belgian Nuclear Research Centre (SCK-CEN) to pursue her PhD at the Faculty of Bioscience Engineering of Ghent University, investigating the use of a bioreactor for in situ resource utilization using microbes and basalt in space (in the frame of the ESA BIOROCK ISS flight experiment).

Bob Lamboray is a Senior Manager and Lead for Exploration and Space Resources at the Luxembourg Space Agency (LSA), where he drives the SpaceResources.lu initiative and supports the commercial ustilization of Low Earth Orbit to advance Luxembourg’s space industry. He represents Luxembourg at the European Space Agency (ESA) in the Science Programme Committee (SPC) and the Programme Board for Human Spaceflight, Microgravity and Exploration (PB‑HME). Before joining LSA, he spent over a decade in the satellite communications sector and holds a Master of Science in Electrical and Electronics Engineering from EPFL.

Charles Koner is a Manager at the Luxembourg Space Agency, where he leads the Technology Domain. He represents Luxembourg on the ESA Industrial Policy Committee and at the European Commission’s Observatory of Critical Technologies. He holds a master’s degree in mechanical engineering, with a specialization in jet propulsion and aerospace technologies. Estelle Badie is Manager International Affairs – Lead Bilateral Relations at the Luxembourg Space Agency (LSA). She works on the definition and implementation of the LSA’s international relations policy, representing Luxembourg in space-related boards and committees at the European Space Agency (ESA), the European Union (EU), and the United Nations (COPUOS). She is also in charge of bilateral relations with partner countries and space agencies.

Gaëlle Jimenez works at the Luxembourg Space Agency as Lead for programmes related to secure communications and connectivity. She holds an MBA and a PMP certification, with experience in business management, project coordination, and stakeholder engagement across public and private sectors. Her work supports the development of Luxembourg’s space activities and collaboration within the European and international space ecosystem.

Giuseppe Cacciatore leads satellite navigation development at the Luxembourg Space Agency and also supports the development of the telecommunications sector. In his role, he assists companies in accessing national and European funding opportunities and represents Luxembourg at the European Space Agency (ESA), the European Commission (EC), and the European Union Agency for the Space Programme (EUSPA) as National Delegate for navigation programmes.
Previously, he worked at SES as a Technical Officer, where he contributed to the development of terrestrial ground segment solutions.

Juliette Pertuy is the Head of Communication & Talent Development for the Luxembourg Space Agency, where she oversees activities related to events, digital communication and public relations, as well as to talent development and attraction, promoting the Luxembourg space sector towards various audiences, at a national and international level. She also represents Luxembourg in ESA’s communication and education committees.
Active for more than 18 years in the field of marketing and communication in Luxembourg, her previous experiences range in various fields of activities, from the financial sector to biomedical research. She holds a Master’s degree in marketing, international communication, and sustainable development from NEOMA Business School (FR).

Maia is a communication and marketing professional with extensive experience in international, cultural, and institutional environments. She currently works as a Communication Officer at the Luxembourg Space Agency, where she contributes to communication projects, event management and content production to promote the space sector. Her previous experience includes large scale initiatives like Esch2022 – European Capital of Culture and a role at ispace Europe, where she further developed strong expertise in brand strategy, media relations and project coordination. She holds a Master’s degree in International Project Management.

Marko Lukovic is the Senior Manager for Finance and Budgets at the Luxembourg Space Agency, where he also represents Luxembourg at the ESA Administrative and Finance Committee. With over 20 years of experience in the Aerospace & Defence sector, he previously served as Industry Liaison at the UK Department for Business & Trade, Planning and Analysis Manager at Leonardo UK, and Principal Consultant at Frost & Sullivan.

Maud Marocki is a Communication and Talent Development Officer at the Luxembourg Space Agency. She supports initiatives aimed at inspiring and training future talents, contributing to the development of skills and career pathways in the space sector. She represents Luxembourg on the ESA Education Committee and holds a master’s degree in International Relations and Business Development.

Dr. Muriel Hooghe is Senior Project Manager for Space Safety at the Luxembourg Space Agency, leading space‑safety and sustainability initiatives and representing Luxembourg in ESA and EU fora. Muriel spent nearly 25 years at SES in various technical roles including spectrum management, contingency and transition planning, and flight dynamics. Muriel holds an engineering degree from the Free University of Brussels and a Ph.D. in Physics from the University of Nice–Sophia‑Antipolis; since 2019 she has lectured on Space Project Management at the University of Luxembourg and is active in mentoring and public engagement (Space4Women).

Selima is a Digital Communications Officer at the Luxembourg Space Agency. She manages the agency’s social media and overall digital presence to promote the space sector nationally and internationally. Among other things, she contributes to the creation of visual/textual content and organisation of various events. Utilising her background as a web developer and UX/UI expert, she maintains the agency's web infrastructure and explores the integration of new tools within existing workflows.
